The following figure is the description in the GB50057 standard: The maximum continuous operating voltage of the surge protector should not be less than the minimum value specified in Table J.1.1; when the power supply voltage deviation at the installation location of the surge protector exceeds the specified 10% and the harmonics increase the voltage amplitude, the minimum value of the maximum continuous operating voltage specified in Table J.1.1 should be increased for the voltage-limiting surge protector according to the specific situation.
Note that the maximum continuous operating voltage Uc of the surge protector is calculated according to the phase voltage, which is why many primary surge protectors have a Uc value of 255V~320V, but can be used in three-phase 380V systems. Similarly, a surge protector with Uc385V can also be used in three-phase 400V, 420V, and 440V systems.
